With the latest change coaches will now be allowed to call timeouts during live play, however, they can only be granted the timeout when their team has clear possession of the ball and when there are two minutes or less in the second half or overtime.

In high school and college basketball, players on the court or the coach may call timeouts. In the NBA, only players in the court are permitted to call timeouts. Players and coaches may only call timeouts when the ball is dead, or when the ball is live and their team has sole possession.

Coaches were still allowed to call timeouts after made baskets and dead-ball situations. The change was put in place essentially to prevent coaches from yelling "timeout!"

A similar rule in the NBA is used when a 20-second timeout is called but a team's mandatory timeout point has been reached. College women and FIBA: Media timeouts are taken at the first dead ball after the 5:00 mark in each quarter. Any called timeout before the 5-minute mark of a quarter becomes the media timeout.

A coach or any player that is on the field and part of the play can call a timeout. A player that is standing on the sidelines is not allowed to call a timeout.

No reason to give a free timeout for that, although some time is needed to figure out who to send in. Coaches cannot call timeout while the ball is live. Less micromanaging is great news.
