I don't have the answer for the fouls, three point line, and shot clock differences, (though I have to assume it's an average skill difference vs. NBA) but the halves vs quarters are because the full game length is shorter in college than in NBA, so quarters would be extremely short (can't remember the time off the top of my head).

I actually disagree, here’s why. The team fouls reset after each quarter, lessening the impact of overzealous refs. There is nothing worse in men’s basketball than when both teams are in the bonus at the 12-minute mark, and this happens all the time. I really do hope the men’s game goes to quarters for this reason alone.
